Why the leveling is the cheap part

A pier and beam house is a wooden floor structure carried on piers over a crawl space. When a pier settles or a beam sags, the correction is mechanical and reversible: jack the structure, reset or replace the failed support, shim to level, lower it back. No concrete is broken, nothing is tunnelled, and the interior is largely undisturbed.

Compare that with the equivalent slab job, where installing a single interior support point means either cutting through the concrete floor or hand-digging a tunnel underneath at $150 to $250 per linear foot. A whole pier and beam re-level can cost less than interior access alone on a slab.

The catch is that a crawl space is an exposed environment, and eighty or a hundred years of it takes a toll on timber. Which brings us to the part that does cost money.

On a pier and beam house the leveling itself is usually the cheap part — the structure was built to be shimmed. The expense is in the timber: a sill beam that has rotted where it bears on a pier, or joists that have been notched and weakened by decades of plumbing and HVAC work. Moisture is the whole game

Nearly every expensive pier and beam repair traces back to water: a damp crawl space, poor grading, a downspout in the wrong place, or a plumbing leak.
