Foundation repair in Houston

Most Texas cities have one foundation problem. Houston has three, and they are not all about your house. Gumbo clay, a shallow water table, and — in specific parts of the metro — ground that is genuinely moving underneath the whole neighborhood.

The soil: gumbo, and why it behaves the way it does

Houston sits on the Beaumont Formation, a wedge of clay, silt and sand deposited by ancient river systems draining toward the Gulf. The clays in it are highly plastic — locally everyone just calls it gumbo — and they do the same thing expansive clay does everywhere: swell when they take on water, shrink when they dry out.

What makes Houston distinctive is how hard the cycle swings. The region gets around fifty inches of rain a year, often in a few enormous events, on ground flat enough that it drains slowly. Then a Gulf Coast summer bakes it. Soil that was saturated in May can be visibly fissured by September, and a slab poured on top of it follows that movement up and back down.

The water table, and what it changes

Across much of the metro, groundwater sits close to the surface — and rises further after heavy rain. That has real consequences for repair work. Pier excavations take on water. Driven piles have to reach material that is actually load-bearing rather than saturated clay, which sometimes means going deeper than a comparable job in Dallas. And in the pier and beam neighborhoods, crawl space humidity is a persistent problem in its own right: standing moisture under a house invites rot in the sill beams and joists that the piers are holding up.

It is also why drainage work shows up in Houston repair proposals more often than almost anywhere else in Texas. Grading, French drains and getting roof water away from the slab are not upsells here so much as the other half of the fix. Piering a house and leaving the water problem in place tends to buy a few good years.

Houston-specific

Foundation symptoms after a flood often appear a year or two later rather than immediately. The flood saturates and swells the clay; the drying-out afterwards is what actually moves the slab. If your house took water in a major storm event and doors started sticking the following summer, those two facts are probably related.

Subsidence and growth faults: the part that is not your house

Two things happen to the ground in the Houston area that do not happen in most of the country, and both can produce foundation symptoms that no amount of drainage work will fix.

Subsidence. Decades of heavy groundwater withdrawal caused parts of Harris and Galveston counties to sink measurably — in the worst-affected areas near the ship channel, by several feet over the twentieth century. The Harris-Galveston Subsidence District was created specifically to manage it, and the shift toward surface water has slowed the rate considerably. It still means the datum under parts of this metro has moved within the lifetime of the housing.

Growth faults. The Gulf Coast has a network of slow-moving faults — not seismic ones, but surfaces along which the ground on one side creeps downward relative to the other, typically a fraction of an inch per year. Several are mapped across the Houston area, the Long Point and Addicks faults among the better known. Where one crosses a developed street you can occasionally see it: a persistent step in the pavement that keeps coming back after resurfacing, a fence line that has gone out of true, a run of houses on one side of a road with recurring problems.

If a fault runs under your property, the diagnosis matters enormously, because the ground is not settling — it is displacing, continuously. Conventional piering can become an expensive treadmill. This is the clearest case in Texas for spending $400 to $1,000 on an independent engineer before spending five figures on a repair.

Neighborhood by neighborhood

The Heights, Woodland Heights, Montrose and the older inner loop are largely pier and beam on raised foundations — a sensible response to flat, wet ground. These re-level comparatively easily, but crawl space moisture, rotted sill beams and pier settlement are the recurring themes, and several of these neighborhoods have historic district rules that affect exterior work.

Meyerland, Braeswood and the Brays Bayou corridor combine deep clay with a well-documented flooding history, so you often see the clay cycle and flood-related soil disturbance in the same house.

Katy, Cinco Ranch, Sugar Land and the master-planned west are newer slab foundation construction — slab-on-grade, mostly post-tension, and frequently on lots that were cut and filled during development. Engineered fill settles on its own timetable, and the movement pattern on a twenty-year-old house out here often traces the old grading plan rather than the native soil.

Clear Lake, Pasadena and the southeast sit in the parts of the metro most affected historically by subsidence, and closer to the coast the water table is shallower still.

Foundation type largely tracks when the house was built, and it determines what a repair looks like. A slab is corrected by adding support beneath it; a pier and beam house is corrected by adjusting supports that were always meant to be adjustable; a basement wall failing under lateral pressure is a different problem from settlement and gets a different fix.

Permits in Houston

The City of Houston requires a permit for foundation repair and underpinning, processed through the Houston Permitting Center and generally supported by a Texas-licensed professional engineer. Houston's lack of zoning sometimes gives people the impression that building here is unregulated; permits are a separate system and they apply. Outside the city limits, which jurisdiction governs depends on whether you are in unincorporated Harris, Fort Bend or Montgomery County, and on your municipal utility district.

Why do Houston foundations move so much?

Three things stack on top of each other here. First, the soil: Houston sits on Beaumont Formation clays — locally called gumbo — that swell and shrink dramatically with moisture. Second, water: roughly 50 inches of rain a year, a shallow water table, and flat ground that drains badly, so the soil around a slab goes through hard wet-dry cycles. Third, the ground itself has moved: decades of groundwater withdrawal caused measurable regional subsidence across parts of Harris County, and the area also has active growth faults that create slow ground displacement along specific lines. Most Houston houses are dealing with the first two. A minority are dealing with all three.

What is a growth fault, and could my house be on one?

Growth faults are slow-moving geological faults in the Gulf Coast sediments — not earthquake faults, but surfaces along which the ground on one side gradually drops relative to the other, typically a fraction of an inch per year. The Houston area has a number of mapped ones, including the Long Point and Addicks faults. Where a fault line crosses developed land you can sometimes see the effect in the built environment: a persistent step in a street, a retaining wall offset, a row of houses on one side with recurring foundation problems. If your house sits on one, ordinary piering can be a losing battle, because the ground is not settling — it is moving. This is a case where a geotechnical or structural engineer's opinion is worth far more than a contractor's estimate.

Does a shallow water table change how the repair is done?

It can. Houston's water table is close to the surface across much of the metro, and it rises further after heavy rain. That matters for excavation — pier holes can take on water — and it matters for which method makes sense, since driven piles need to reach strata that is genuinely load-bearing rather than saturated clay. It is also why crawl space moisture is a bigger issue in Houston than in most Texas markets, and why drainage work so often gets bundled into a Houston repair plan. A contractor who has not asked about how your lot drains has not finished the diagnosis.

Did flooding damage my foundation?

Flooding itself does not usually break a slab, but it changes the soil underneath one. Saturating highly expansive clay causes it to swell, and the drying-out afterwards causes it to shrink again — a fast, severe version of the cycle that moves Houston foundations gradually. Many homeowners who flooded in 2017 and in subsequent storm events saw foundation symptoms appear in the following year or two rather than immediately. A separate and more urgent issue is scour: fast-moving water can wash soil out from under a slab edge or around piers, which is a structural concern rather than a seasonal one and is worth having looked at.

Do I need a permit for foundation repair in Houston?

Yes — the City of Houston requires a permit for foundation repair and underpinning work, obtained through the Houston Permitting Center, and the application generally needs to be supported by a Texas-licensed professional engineer.
